Add tools for Chelton et al. (2011) study "Global observations of nonlinear mesoscale eddies"

Dudley Chelton and his colleagues make the data available from the study available in a netCDF file at  http://cioss.coas.oregonstate.edu/eddies/. We should create tools that allow easy use of this dataset in ArcGIS. Initially we should create the following tools:

• Convert Mesoscale Eddies NetCDF to SpatiaLite Database
• Extract Mesoscale Eddy Centroids From SpatiaLite Database
• Extract Mesoscale Eddy Tracklines From SpatiaLite Database
