Although this will deviate from the GSHHS database itself (which does not have holes in any polygons) it is more like what users expect. It also seems to give better results with ArcGIS geoprocessing tools; I think the overlapping polygons are causing topology problems that lead to issues like the one described in #325.\r\n\r\nThanks to Barry Eakins for suggesting this enhancement.
