GSHHS 1.4 Database to ArcGIS Polygons tool should not have overlapping polygons (i.e. it should erase lakes from land, and so on)

Description

The tool should erase lakes from land, islands from lakes, and ponds from islands. Although this will deviate from the GSHHS database itself (which does not have holes in any polygons) it is more like what users expect. It also seems to give better results with ArcGIS geoprocessing tools; I think the overlapping polygons are causing topology problems that lead to issues like the one described in #325.
