Classify Oceanic Nino Index (ONI) Episodes in Table tool fails with "IndexError: list index out of range" when the last month having data is a possible El Nino or La Nina month

Description

The problem is that the tool is not properly classifying possible El Nino or La Nina months that occur right before the end of the time series. I did not catch this bug before because I wrote the tool when the time series ended on a "normal" month. I just tried it again now, when the series ends on a La Nina month, and got the failure.
