I spent some time investigating but could not determine the problem. When I modified the tool to run !RepairGeometry before running Dissolve it did not help. !RepairGeometry did report a bunch of "null geometry" errors, but when I investigated these polygons, their coordinates appeared to be valid although !ArcMap would not display them. I checked the XYTolerance to make sure the polygons weren't too small or anything like that.\r\n\r\nI am not sure what is going on. This could either be a bug in 9.3, or a behavioral change that is not documented and that I don't know how to work around.
