Where clause parameter of Sample Rasters tool should be in Sample Options, not in Batch Processing Options

Description

This parameter does not really control batch processing. It simply controls which points are sampled. It should be in Sample Options.

Fixed in [126], which will eventually be released in MGET 0.4a1.
