Fixed #376: When pywin32 release 213, 214, or later is installed, the Sample Rasters tool fails with AttributeError?: 'module' object has no attribute 'PyTimeType?'

This will be merged with the Trunk and once again released as MGET 0.7b2 (only one person has downloaded it since the original release, and he discovered this problem).
